Yes you do need to use two with a duel axle.
How many levelers do you need for a single axle/tandem wheels?
One set of levelers for each wheel would be my recommendation as this will distribute the weight equally.
How many levelers do you need with dual axle trailer?
You need 2. One for each axle.
